Federal agents who went to Robb Elementary School in Uvalde, Texas, on Tuesday to confront a gunman who killed 19 youngsters have been instructed by local police to wait and never enter the varsity — and then determined after about half an hour to disregard that initial steering and find the shooter, say two senior federal legislation enforcement officials.
